The collection consisted of thirteen boxes, which were relatively new when they arrived. The collection was transferred from the Florida Department of State and arrived in excellent condition at the Black Archives in May 1996. Twelve cubic foot boxes arrived, which had been identified as box level. There was some original order to the collection that the archivist tried to maintain during the survey and cataloging process. Where possible, items remained in their original folders. However, those folders were placed in acid-free folders and boxes. Using original sub-headings, the materials were grouped by subject and material type and filed alphabetically and chronologically. Due to a staff shortage and time, the last five boxes, non-payee and payee files, were described to the box level on the finding aid but are in individual folders and alphabetical order inside the boxes.

In 2022, the collection was prepared for digitization and was placed in new archival folders. The collection was re-housed in linear feet archival boxes, which expanded the collection to 35 boxes.
